As a general rule, national-level officials should be invited only to national League events, state-level officials to state League events, and local/regional officials to local League events. (A member of Congress may be invited to both national-level League events and to League events in his/her home district.)

If a state or local League believes that a national-level official (such as a cabinet member or a federal agency official) is the most appropriate speaker for a state or local League event, that League is asked to consult with the national League office to see if the LWVUS/LWVEF has any plans to invite that individual to a national League event.
