Jessica Jones Capparell

Policy & Legislative Affairs Senior Manager

Jessica Jones Capparell is the Policy & Legislative Affairs Senior Manager at the League of Women Voters of the United States. In this position, Jessica works to deliver the League's message around federal advocacy priorities through lobbying and the development of advocacy strategies. Jessica manages the day to day operations of the League's volunteer Lobby Corps, a group of League members from Maryland, Virginia, and the District of Columbia who work to deliver the League's message to Capitol Hill on behalf of state and local Leagues across the country. She is an expert on League policy positions and works to implement grassroots strategies in coordination with League members and organizational partners around the country. 

Prior to joining the League, Jessica worked on political campaigns throughout the United States focusing mostly on grassroots engagement but also running statewide operations with communications, field, and an online focus. Jessica has a B.A. from Culver-Stockton College.

When not working to advance the League's impact and priorities Jessica can be found cooking, attending baseball games, or training for her next marathon. She resides in Washington, DC, with her husband Rich, and their dog, Lilly.

The League of Women Voters United States (LWVUS) and the League of Women Voters of Oregon (LWVOR) filed an Amicus Brief in the U.S. Circuit Court of Appeals in the case of Juliana et al v.

The League filed a brief in the historic partisan gerrymandering case, Gill v. Whitford, which will be heard by the U.S. Supreme Court on October 3rd.

The League urged Senators and Representatives to oppose H.R. 806 the "Ozone Standards Implementation Act."

The League joined an amicus in Maslenjak v. United States. The case will be argued at the U.S.

The League sent a memo to the U.S. Senate about the most recent nominee to the Supreme Court.

The League joined an amicus in the case of McCrory v. Harris. The case will be argued at the U.S. Supreme Court on December 5, 2016.

The League was cited in a ruling to extend voter registration an additional week in the aftermath of Hurricane Matthew.

The League joined Common Cause and Project Vote on an amicus brief to the United States Court of Appeals for the Sixth Circuit in the case of A. Phillip Randolph Inst.

Bethune-Hill v. Virginia State Board of Elections is scheduled to be heard by the U.S. Supreme Court during the current term and covers the topic of racial gerrymandering in Virginia.
