City Public Works Administrator Michael Connors says he will present a plan to start a citywide curbside recycling service at Thursday's City Council meeting. He expects the proposal to pass and the service to start by the end of September.
The St. Petersburg League of Women Voters released a report last year showing the city is lacking when it comes to recycling.
